Building is reported to be haunted by a prankster spirit affectionately named after the the person the building is named for. No one knows for sure if it is in fact Lucile Payne or not, but there are common reports of things coming up missing only to reappear in the spot you just checked litterally 10 times after you ask Lucile to return it. There have also been numerous reports of outlets "spitting" out anything that gets plugged into them even after the outlet has been changed out for a new one.
